As leader of The Stranglers, Hugh Cornwell had a hand in some of the catchiest and most adventurous British punk rock—even if it was never really that punk—of the late ’70s and early ’80s. After departing The Stranglers in 1990, Cornwell embarked on a fairly prolific solo career that’s failed to produce much in the way of lasting songs. It’s hard to tell whether Cornwell’s decision to give his new album, Hooverdam, away for free on the Internet is a brave, forward-thinking decision or simply the desperate act of a 60-year-old rocker making a grab for Radiohead-style headlines. Either way, the music itself doesn’t have much value.
