    In 2009, you’re either really in or you’re really out with Third Eye Blind, and if you’re in, chances are good that you’re still holding on tightly to your memories of the band’s late-’90s heyday. Twelve years after the entire country was doot-doot-dooting to “Semi-Charmed Life,” Stephan Jenkins and the band have been staying busy on the road, but this summer's Ursa Major is just the band’s fourth full-length and its first since 2003’s Out Of The Vein. But there is some fresher blood in Freakfest's annual State Street celebration-containment program, namely the perky retro-pop of former Madison band Locksley (which is more party-appropriate than any of the actual headliners Freakfest has booked in its four years) and Kentucky band Cage The Elephant's youthful fusion of straining blues-rock 'tude and slightly funky grooves.
