Who he is: Senator Robert Kelly
His power: Initially none, until Magneto uses his artificial mutation machine to turn Senator Kelly into a malleable living blob that later dissolves into a puddle of liquid because his mutation is unstable.
His story: Representing the state of Kansas, Senator Robert Kelly was the most aggressive advocate of the Mutant Registration Act, which would require all mutants to register their identities and abilities with the U.S. government. Kelly’s legislative efforts put him in the crosshairs of Magneto and his mutant allies, who abducted the senator and took him to their stronghold on the island of Genosha, where Kelly was exposed to radiation that forces mutation. Kelly uses his new talents to escape his captors and eventually makes his way to Xavier’s School For Gifted Youngsters, but it’s too late for him to be helped. His mutation is too unstable, and the transformation proves deadly when he dissolves in front of Storm.

Where will we see him next? There are no plans to bring Kelly back to the screen, but it would make sense for him to appear in the next X-Men movie, which will be set in the ’90s and could potentially explore Kelly’s rise as an anti-mutant politician.
