Chameleon was almost the villain of Spider-Man: Brand New Day
According to the film's writers, Sony's Kraven The Hunter put the kibosh on that.

Kicking off Spider-Man’s life after high school with an antagonist like Sadie Sink’s Jean Grey is a genius move if you’re a producer invested in the continued health of Marvel Studios—she single-handedly launches a new X-Men franchise as a potential countermeasure for the studio’s Avengers doldrums and provides a permanent connection to the MCU’s most valuable player. Dramatically, she makes a great counterpoint to Peter Parker’s (Tom Holland) journey in Spider-Man: Brand New Day, offering an interesting, offbeat challenge for Spider-Man to contend with as his superpowers go kablooey due to a mutation triggered by emotional stress. And while the question of whether Jean Grey was truly the most exciting villain for Brand New Day is best left for another time, it is fun to learn that she wasn’t the first choice for Peter Parker’s latest onscreen heavy.
That distinction belongs to the Chameleon, the face-shifting baddie created by Steve Ditko and Stan Lee in The Amazing Spider-Man #1—Spider-Man’s first-ever villain. (Unless you count Uncle Ben’s killer, but don’t be ridiculous; Uncle Ben doesn’t exist in this Holland-verse—and don’t give us any of that Madame Web horseradish, either!)
