John Cena and Idris Elba are clearly having fun playing with Nobody's Ilya Naishuller, but the baggage is hard to ignore.

A philosophical question, unintentionally posed by the trailer for Prime Video’s new action comedy Heads Of State: Is it possible to make a movie so charmingly brainless that you can enjoy its basic premise—i.e., “What if John Cena and Idris Elba were the President Of The United States and the Prime Minister of the U.K., respectively, and wound up in a wacky action movie?”—without it all being dragged down by the horrifying baggage of the actual world? That is, is it possible to have fun watching Cena as an American president who blunders into situations, has tons of unearned confidence, and gets everyone around him killed, or is the specter of actual politics simply too heavy? Can you make a movie dumb enough to make that work?

The trailer suggests: Maybe? Cena and Elba, reunited from James Gunn’s The Suicide Squad, are obviously game, with Cena playing something akin to an American Schwarzenegger type, and Elba playing someone completely unimpressed with him. Priyanka Chopra Jonas and Jack Quaid, both presumably on loan from Prime’s TV roster, fill in standard stock roles. (She’s the cool badass secret agent; he’s the engagingly dorky gun nerd, natch.) And the whole thing is directed by Ilya Naishuller, who gets in a few Nobody and Hardcore Henry perspective tricks with his camera while making tons of shit explode. (Take it as read, meanwhile, that the political satire doesn’t go any further than “Stuffy British guy annoyed by American braggart.”) There’s a lot of dopey charm at work here, undeniably; it’s just set itself a weirdly hard hill of suspended disbelief to try to push its way up.
