Who he is: Baron Von Strucker, a.k.a. Wolfgang Von Strucker
His power: No powers, he’s just a longtime head of Hydra and strategist.
His story: One of the sleeper agents who infiltrated S.H.I.E.L.D., Wolfgang Von Strucker’s first appearance is actually at the end of Captain America: The Winter Soldier. He appears in the post-credits stinger, revealing that Hydra has possession not only of Loki’s scepter but also two superpowered people, Pietro and Wanda Maximoff, in its research facility. It’s the same facility that is subsequently attacked by the Avengers at the beginning of Age Of Ultron, resulting in Von Strucker’s capture and the release of Scarlet Witch and Quicksilver. He is murdered in his jail cell soon thereafter by Ultron.
