Synopsis

In 1995, after a long history of involvement in coups and massacres of civilians, Haiti's army was disbanded and security was turned over to the United Nations and the Haitian National Police. Jovenal Moise, the new Haitian president, has promised to revive and rebuild the army, raising concerns among both foreign and domestic officials about the wisdom of such a move.
